In advanced enterprise AI platforms, the two layers interact in a precise way. The Skills Layer executes decisions. The Decision Intelligence Layer improves them. This is not a hierarchy — it is a feedback relationship, and the LLM sits at the intersection of both planes.
The LLM is the decision interface — the point at which organizational context becomes action. But it is not the substrate for either layer. It does not own the memory, the governance model, or the intelligence architecture. Those belong to the layers on either side of it.

What this means for enterprise architects
The practical implication is not to slow Skills Layer investment — the execution gains are real and the competitive pressure to deliver them is immediate. The implication is to begin the Decision Intelligence Layer now, in parallel, before the Skills Layer produces years of untraced decisions that are impossible to learn from retrospectively.
Enterprise architects who treat these as sequential phases — build the Skills Layer first, add intelligence later — will find that the later never arrives. The architectural debt accumulates. The data that should have been captured as structured traces was discarded as chat logs. The context that should have evolved is locked in models that have been retrained or replaced.
