What Context Graphs Actually Require Upstream

Part 1 established what metadata platforms cannot do. This post addresses the question Part 1 deliberately left unanswered: before asking who captures decision context, you have to ask whether organizations are making decisions in a way that produces anything worth capturing.

Part 1 of this series made the case that metadata platforms are not context graph platforms — that the gap between data asset context and decision context is architectural, not incremental, and that no connector roadmap closes it. What Part 1 deliberately did not address is the question that sits upstream of all of it: what has to be true about how an organization makes decisions before a context graph has anything meaningful to capture?

The context graph conversation has been almost entirely focused on the capture problem — which vendor, which architecture, which connector strategy gets decision context into a queryable graph. That is the right question for the second half of the problem. It is the wrong place to start. A context graph is only as good as what it ingests. And the uncomfortable reality for most enterprises is that their decisions — the exceptions, the precedents, the policy interpretations that AI agents need to reason from — are not being made in a way that leaves anything structured enough to capture. The upstream condition is broken. No amount of graph infrastructure fixes a broken input.

This is the question the market has not asked. Not because it is obscure, but because it implicates something harder than a software purchase: the discipline of how decisions get made, recorded, and connected to outcomes across the organization. Vendors have no incentive to surface it. It is not a product. It is an organizational capability — and it is the prerequisite that everything else depends on.

The Empty Graph Problem

Consider what a context graph actually needs to ingest to be useful. Not data — every enterprise has data. What it needs is a structured record of decisions: who made a choice, under what authority, invoking which policy or precedent, constrained by what, and producing which observable outcome. That record needs to be consistent enough to be queryable, specific enough to be actionable, and connected enough to the entities it affected that an AI agent can traverse it meaningfully.

Now consider how most enterprise decisions actually happen. A pricing exception gets approved in a Slack message that says “fine, do it this once.” A compliance override surfaces in a meeting where the resolution is never minuted. A vendor policy gets reinterpreted by a VP during a call, and the new interpretation propagates informally through the team that was on the call. A precedent gets established not because anyone decided to establish it, but because the same judgment call was made three times by the same person and everyone else started treating it as policy.

The problem is not that decision context is hard to capture. The problem is that most organizations have not designed decisions to be capturable in the first place.

This is the empty graph problem. You can build the most sophisticated context graph infrastructure available. You can connect it to every communication channel, run LLM extraction across every Slack thread, and persist the results in a beautifully structured decision store. What you get is a graph full of noise — partial signals, implicit judgments, reconstructed reasoning that may or may not reflect what actually governed the decision. The graph is not empty of data. It is empty of the structured decision artifacts that make the data meaningful.

The extraction approach — LLMs mining communication channels after the fact — is a real capability and a necessary one for the unstructured half of the dual-capture problem. But extraction can only recover what was expressed. It cannot recover what was decided but never said, what was understood but not articulated, or what became precedent through repetition rather than declaration. Those gaps are not a technology problem. They are an organizational design problem.

What Has to Change Upstream

The upstream condition that context graphs require is not a new system. It is a discipline — the practice of designing how decisions get made so that they produce structured artifacts as a natural byproduct of the decision process itself, rather than as a retroactive documentation exercise that nobody completes.

This means three things in practice. First, decisions have to be inventoried — the choices that actually drive the business, named by layer, frequency, and consequence, so it becomes possible to determine which decisions warrant architecture and which can remain informal. You cannot improve decisions you have not named, and you cannot capture context from decisions that were never acknowledged as decisions in the first place.

Second, the path that intelligence takes to reach each significant decision has to be designed — not just the data that feeds it, but the format, the timing, the accountability structure, and the record that the decision produces. Most AI implementations focus on the model. The upstream discipline focuses on the decision the model is supposed to improve. That reorientation is the difference between deploying AI and improving outcomes.

How Most Enterprises Deploy AI

Model-First

Select a model. Define use cases. Integrate with existing workflows. Measure model accuracy and output quality. Iterate on prompts and fine-tuning.

Result: AI generates outputs. Decision quality stays approximately the same. Context graph ingests noise.

Inventory the decisions that matter. Design the path intelligence takes to each one. Connect AI capability to specific decision improvement. Capture what each decision produces.

Result: AI improves outcomes. Context graph ingests structured, queryable decision artifacts.

Structured Inputs

Third, every significant decision has to leave a mark — a structured record of what was decided, by whom, under what constraints, and what it produced. Not a post-hoc justification written for audit purposes. A record that exists because the decision process was designed to produce it, captured at the moment the decision was made, linked to the entities it affected, and updated as outcomes become observable.

When those three conditions are met, the context graph has something real to ingest. The extraction problem does not disappear — unstructured human context still exists and still needs connectors and LLM extraction to surface it. But the core of the graph — the structured decision record that makes the rest queryable — comes from an upstream process rather than a retroactive recovery effort.

Decision Intelligence as an Organizational State

The discipline described above is what Luminity has been working through with clients over the past several years, and it has a name that reflects what it actually is: Decision Intelligence. Not a tool. Not a platform. An organizational state — reached when the architecture of how decisions are made, the structure of how they are recorded, and the feedback loop that connects outcomes back to future decisions operate together as a system.

Decision Intelligence — Working Definition

Decision Intelligence is an organizational state, not a product category. It describes the condition in which decisions are architecturally designed to reach the right people with the right intelligence, systematically recorded as they happen, and connected to outcomes in a feedback loop that makes the organization structurally smarter with every cycle.

Without it, AI generates outputs. With it, AI improves outcomes — and the context graph has structured artifacts to persist, link, and query.

The distinction from how the term has been used elsewhere matters. Decision Intelligence in the analytics industry has historically meant augmented BI — dashboards that surface recommendations alongside data, tools that nudge users toward better choices. That is a narrow, product-specific use of the term. What we mean is something more fundamental: the organizational discipline that governs how decisions are made, not just the tools that inform them.

The reason the distinction matters for context graphs specifically is causality. Augmented analytics improves the information available at decision time. It does not change how the decision is made or what the decision produces as an artifact. Decision Intelligence in the fuller sense changes both — and those changes are what produce the structured inputs a context graph can actually use.

The Maturity Gap No Vendor Is Addressing

Most enterprises sitting at the beginning of a context graph evaluation are not at the stage where the capture problem is their binding constraint. They are at the stage where their decisions are not yet producing structured artifacts — where the upstream discipline is either absent or inconsistently applied, and where the organizational practices that would make a context graph valuable have not yet been established.

stages separate a reporting-oriented organization from one capable of compounding decision intelligence: Reporting — Analytics — Augmented — Intelligent. Most enterprises entering the context graph conversation are at stage one or two. The context graph is a stage-four capability. The gap is not infrastructure. It is organizational maturity.

Vendors selling context graph platforms are selling a stage-four solution to organizations that have not yet completed stage two. That is not a criticism of the platforms — the infrastructure they are building will be necessary. It is an observation about sequencing. An enterprise that acquires context graph infrastructure before establishing the upstream discipline will build an expensive, well-connected graph of organizational noise. The return on that investment will be negative, and the failure will be attributed to the technology rather than the missing prerequisite.

This is the gap that no vendor has an incentive to surface. It implicates work that cannot be sold as a software license — the organizational design work of inventorying decisions, architecting the information paths that reach them, and establishing the practices that ensure decisions leave structured records. What This Means for the Context Graph Investment Decision

The practical implication is a sequencing question that should precede any context graph vendor evaluation: are your significant decisions currently producing anything structured enough to be captured? Not stored — structured. There is a difference between a decision that was documented somewhere and a decision that produced a record linking who decided, under what authority, invoking which precedent, constrained by what, and connected to the outcome it produced.

If the answer is no — and for most enterprises, at most decision layers, the honest answer is no — then the prior investment is in the upstream discipline, not the downstream infrastructure. That does not mean delaying context graph evaluation indefinitely. It means understanding the dependency: the graph is built on what the upstream process produces, and the upstream process has to be designed before the graph can deliver on its promise.

The Sequencing Argument

Context graphs are infrastructure for decision context that already exists in structured form. Decision Intelligence is the discipline that produces decision context in structured form. Investing in the infrastructure before establishing the discipline is the enterprise AI equivalent of building a data warehouse before cleaning the source data — technically possible, commercially disappointing, and entirely avoidable with the right sequencing.

The organizations that will get the most from context graph infrastructure are the ones that arrive at it having already done the upstream work — having inventoried their decisions, designed the paths that intelligence takes to each one, and established the practices that ensure decisions leave marks. Those organizations will load a context graph with structured, queryable, compounding decision artifacts from day one. Everyone else will spend the first year trying to extract signal from noise and wondering why the return is not materializing.

The context graph opportunity is real. The trillion-dollar framing may even prove conservative over time. But the value does not accrue to the organization that buys the infrastructure earliest. It accrues to the organization that does the upstream work first — and then acquires the infrastructure with something worth persisting.
